In the the play I don’t think that it shows that Shylock will not have a fair topic as the  duke says “I am sorry for thee: thou art come to answer a stony adversery, an inhuman wretch uncapable of pity, void and empty from any dram of mercy” and in this he says Shylock doesn’t have pity for anyone and is a heartless enemy. Also in this speech it sounds like the duke is on antonios side and will not let Shylock win the trial.

uncapable of pity: Shylock won’t show any pity.                                                        Stony adversary: heartless enemy                                                  Inhuman wretch: two faced inhuman                                       Void and empty from any dram of mercy:

the image I get from the judge from his first line is that he is biased Antonio this is because he says sorry to Antonio for Shylocks foolish complaint he thinks this is very silly and that Shylock is stupid for putting in this complaint!
